Our Board of Directors provides guidance to hospital leadership and is made up of individuals who have extensive knowledge of healthcare administration and are passionate about the advancement of healthcare services in the Carson Valley.

Paul J. Fry III, MD, FAAOS

Tahoe Fracture & Orthopedic
CVH Board Chair

Dr. Fry graduated from the University of Southern California Keck School of Medicine in 1983. He specializes in Orthopedic Surgery and Orthopedic Sports Medicine and is certified by the American Board of Orthopedic Surgery. His fellowship was with the American Academy of Orthopedic Surgeons and he served his residency in Orthopedics with Shriners Hospital in San Francisco, Letterman Army Medical Center in San Francisco and the Armed Forces Institute of Pathology. “Inspired by the adventures of my youth in the Sierra Nevada, I entered college with the intent to become a wildlife biologist,” he said. “Upon graduation, I discovered that the employment demand for those with degrees in wildlife biology were slim to none. With few job prospects, and no money, I decided to join the Army and let Uncle Sam help pay my way through medical school. After serving in Germany during Desert Storm, I returned to my roots in South Lake Tahoe. There I my father at Tahoe Fracture & Orthopedic Clinic (of which he was one of the founding partners). One of the things that I love most about what I do is being able to work together with my patients to help them overcome their problems and get back to ‘living.'”

Jeff Rahbeck

Treasurer/Secretary

Mr. Rahbeck practiced law in California and Nevada until his retirement in 2015. A longtime Douglas County resident, Mr. Rahbeck has served on the Barton Health Board of Directors since 2017 and the Carson Valley Health Board beginning in 2026. For fun, you can find Jef enjoying the outdoors golfing, hiking, fishing, and hunting.

 

Clint Purvance, MD, CPE

President and Chief Executive Officer, Barton Healthcare System

Clint Purvance, M.D., has led Barton Health’s journey towards excellence since 2007. As the President and Chief Executive Officer of Barton Health, Dr. Purvance works closely with the physicians and staff to improve the quality of care for all patients in the rural yet robust independent healthcare system. He was instrumental in Barton Health’s transformation to being recognized for high-quality care through such accolades as being named on Newsweek’s World’s Best Hospital List multiple years in a row, receiving Blue Distinction designations for maternity care and joint replacements as well as most recently becoming a member of Cleveland Clinic Connected.  
 
Dr. Purvance is a licensed emergency medicine physician (M.D.) and became a Certified Physician Executive (C.P.E.) by the Certifying Commission in Medical Management through the American College of Physician Executives. Prior to his current leadership position, he was Barton Health’s Chief Medical Officer from 2007 to 2015. Dr. Purvance previously practiced emergency medicine at Barton Health beginning in 1999 and continues to provide care for patients on a volunteer basis in and around his community. 

Kelly Neiger, CPA, MBA

Chief Financial Officer, Barton Healthcare System

Kelly joined the Barton team in 2006, serving as Controller and Administrative Director of Finance & Revenue Cycles. She was named Barton’s CFO in November of 2018 and was appointed to the CVH board in the summer of 2019. An experienced finance and accounting expert, Kelly holds a Masters of Business Administration, a Masters of Taxation and Certified Public Accountant licenses in California and Nevada. She was born at Barton Memorial Hospital, as were her two youngest of three daughters, and has deep connections to the South Lake Tahoe area. Prior to joining the Barton team, Kelly practice public accounting in Carson Valley and South Lake Tahoe. She and her husband, Mike – a physical therapist at Barton Rehabilitation’s Stateline office – are active volunteers with South Tahoe High School basketball and enjoy taking their family hiking, boating and camping.

Jeff Prater, MHA, FACHE

Chief Executive Officer, Carson Valley Health

Jeff joined Carson Valley Health in June of 2018. He got his start in healthcare serving as a Hospital Corpsman in the U.S. Navy from 1993 to 2000 and was a recipient of the Sailor of the Year award during that time. Since then, he has worked in a variety of healthcare administrative roles ranging from director of outpatient services, director of radiology, hospital administrator and Chief Executive Officer.

He received his Bachelor’s of Health Sciences degree from the Medical University of South Carolina in 2001 and his Master’s of Health Administration from Montana State University in 2006. He is a fellow of the American College of Healthcare Executives and fellow of Medical Group Management Association.

Jeff is committed to serving the community and is an active board member of the Business Council of Douglas County, and has also served as board member on local Chamber of Commerce organizations, state healthcare executive networks, and was a Governor’s appointee of the Alaska State Trauma Review Committee.

Dedicated to the advancement of rural healthcare and healthcare improvement, Jeff is a certified instructor in Toyota Production Systems for Healthcare and is involved in workforce development and leadership development programs.
